They fill up on milk and eat nothing
They will drink milk all day and then sit at dinner pushing it around the plate, and you have started to feel like the milk is the only thing keeping them going.
It is worth knowing that the milk and the not-eating are usually the same problem, in that order.

There is a number, and it is lower than most people think
After the first birthday the AAP puts it at no more than 16 to 24 ounces a day — two to three cups. Not a minimum to reach. A ceiling.
Most parents have never been told there is a ceiling at all, because everything about the first year teaches you that milk is the thing you are trying to get in. The switch happens quietly at twelve months and nobody announces it.
A toddler with a cup within reach all day can pass that before lunch without anyone noticing, because milk does not look like eating.
It does two things at once, and that is why it bites
Milk is low in iron. That on its own would be fine — plenty of foods are.
The problem is the second half: it is high in calories and, as the AAP puts it, fills little ones up quickly. So it is not sitting alongside the meal, it is replacing it — and replacing it specifically with something that has almost no iron in it.
What gets displaced is the list iron actually comes from: red meat, lentils, tofu, dark leafy greens. Which is how a child can be drinking plenty, gaining weight, and still be heading toward iron-deficiency anemia.
The AAP names tooth decay in the same breath, and that one is about timing as much as volume — milk carried around between meals, or taken to bed, sits on teeth for hours.
Bringing it down without a war
The AAP's own steps are unglamorous and they work in about a week. Taper rather than cut: come down to 16 ounces over seven days or so, rather than announcing a new regime on a Monday morning.
Offer milk with meals, after the solid food, rather than before or between. That single change does most of the work, because it stops milk arriving at the one moment it can do the most damage — twenty minutes before a plate.
Water between meals. Not juice, which has the same appetite problem and none of the calcium.
And stop it being the comfort object: not the snack, not the thing that goes to bed. That is the hardest one, and it is usually the one holding the whole pattern in place.
If a month of that has changed nothing, that is the point to involve a pediatrician rather than keep going.
What this is not
It is not an argument against milk. Under the ceiling it is a straightforwardly useful food and the calcium is real.
It is also not the explanation for every toddler who will not eat. Plenty of refusal is ordinary neophobia that has nothing to do with what they drank — our page on the child who will not eat anything covers that, and the division of responsibility that actually shifts it.
This is the version worth ruling out first, because it is the one with a number attached and a fix that does not depend on winning anything.
